ORDINANCE (EMERGENCY), submitted by Vice Mayor Kearney, from Emily Smart Woerner, City Solicitor, DECLARING that Reading Road at Barry Lane in the North Avondale neighborhood shall hereby receive the honorary, secondary name of “Arzell “Papazell” Nelson Way” in honor of Arzell “Papazell” Nelson and in recognition of his lifetime of service to social justice, civil rights, the arts, culture, and community building in Cincinnati.
