Mehring Way in the Central Business District to be developed and used as an interim indoor practice facility NOTWITHSTANDING certain development regulations and use limitations contained in Chapter 1109, "Flood Damage Reduction," and Chapter 1415, "Riverfront Districts," of the Cincinnati Municipal Code and NOTWITHSTANDING certain other zoning regulations governing the development of proposed facility that would prevent its development and use as an interim indoor practice facility.
