| 1 | | Motion | MOTION, (AMENDED) submitted by Councilmember Winburn, Chairman's Budget Policy Direction Relative to City Administration to Recommend Structurally Balanced 2017 General Fund Operating Budget and Beyond, WE MOVE that the City Administration prepare the Fiscal Year 2017 Recommended General Fund Operating Budget that is structurally balanced and allocates resources among the City's General Fund departments reflecting the City Council's priorities and policies to minimally impact City services. In FY 2017 the General Fund is projected to have shortfall of $6.7 million due to expenditure increases from FY 2016 to FY 2017. The following policy guidelines and priorities should steer the Administration as they prepare the 2017 Recommended General Fund Operating Budget: 1. The Fiscal Year 2017 Recommended General Fund Operating Budget, Capital Budget and Restricted Funds Budget should be structurally balanced. 2. We support Police and Fire as a top priority in the FY 2017 budget. 3.
