I am in support of the purchase of the property at 4145 Apple Street, because it is an important acquisition to stabilize Northside. However, I am concerned that there is no fully executed, complete purchase contract in place. The property transferred in October 2017 to a new owner for $400,000.00. This recent purchase is the best evidence of fair market value. If we appropriate or direct the administration to spend up to $515,000.00 for this property, the city is giving a windfall profit to the recent acquirer of the property. I am very concerned about construction of a brick and mortar grocery store in these neighborhood locations that have not supported viable grocery stores in the past. I have been working for the last year on trying to get Kroger or another large retail deliverer to do a neighborhood delivery system for grocery store items.
