| 1 | | Motion | MOTION, dated 5/16/2018, submitted by Mayor John Cranley, WE MOVE that the City of Cincinnati adopt the 2018 Green Cincinnati Plan with the following exceptions: 1. Remove the recommendation to require all tenant-occupied rental residences to have at least one air-conditioned room. Landlords can and will pass the costs to their renters, posing additional financial burdens to tenants - especially those in disadvantaged neighborhoods. Furthermore, air conditioning poses negative effects on the environment. Imposing this fee unilaterally will increase our carbon footprint by amplifying electricity consumption and carbon emissions. 2. Remove the recommendation to implement a fee or ban to discourage use of single-use bags. Rather, we should work collaboratively with grocers and other retail outlets to find a positive solution that reduces waste without imposing a financial burden on Cincinnati families. Imposing this fee would create a regressive tax for consumers and will disproportionately affect working and low-income families, fixed-income seniors, and individuals without vehicles. | Adopted | |
