202000568 1 MotionMOTION, *AMENDED dated 04/13/2020, submitted by Councilmember Landsman, Small businesses, particularly smaller black and brown-owned businesses, will have greater challenges accessing available resources during the COVID-19 crisis. 202000567 1 MotionMOTION, dated 04/13/2020, submitted by Councilmember Landsman, As we protect our own frontline workers, we must do the same for those on the frontlines in area businesses. WE MOVE that the Administration work with the Mayor and Health Commissioner to issue a local order, similar to the one issued in Oakland County, MI. It should require daily staff screenings, fully accommodating high-risk workers, and providing masks, gloves, and hand sanitizer for them. This order would also include safety protocols as they relate to handling products, food, and financial transactions. Additionally, these protocols would include that appropriate social distancing is being observed. Many of our businesses are doing most, if not all, of this. Unfortunately, some are not. We need to protect all of our workers and believe a local order will help us do so. Please refer to the attached document from Oakland County, Michigan as an example.   Action details Not available

We are not alone. Local governments throughout the region are experiencing similar fiscal issues, and budgets that are cratering as a result of this global pandemic. We will need to pursue any number of measures to effectively manage these fiscal issues and continue to deliver core services. The most immediate need is cash. The Mayor and administration were wise to push Council to borrow money early. We also remain hopeful that state and federal partners help local governments, like ours, weather this epic crisis. The sooner we can bring back those on temporary emergency leave the better. As we look beyond this moment, we do believe there will be opportunities to better partner across local governments. We appreciate the meaningful cooperation we are seeing across governments and political parties as we fight a common enemy together in COVID-19, and we recognize the need to work towards rebuilding    Action details Not available
