| 1 | | Resolution | RESOLUTION (B Version), ESTABLISHING the Western Hills Viaduct Replacement Project as City Council's top priority for infrastructure funding anticipated to become available to the City upon the passage of a Southwest Ohio Regional Transit Authority ("SORTA") sales tax levy in March 2020 for transit service and infrastructure improvements to roads and bridges; and ESTABLISHING that an appropriate portion of such available Project Funds should be used to improve bicycle safety and pedestrian safety on the Viaduct, including the implementation of barriers between the sidewalk and the roadway, which critical safety features are a Council priority for the Western Hills Viaduct Replacement Project; and RECOMMENDING that the City Administration take steps necessary to enter into a funding agreement with SORTA consistent with this resolution. | | |

| 1 | | Motion | MOTION, submitted by Vice Mayor Smitherman, WHEREAS, the agreement between the City of Cincinnati and the Board of Education expires on its own terms effective December 31, 2019, and WHEREAS, it is critical to the continued development of the City that Council has the full array of incentive and abatement tools available under the current tax abatements rules, and WHEREAS the Mayor and City Council Members have expressed their intentions to make the Board of Education whole for property taxes foregone by exemption and abatement agreements; WHEREAS, we direct the City Administration to negotiate a renewal of the existing tax abatement agreement with the Board of Education with an increase to 31% for payments in lieu of taxes (PILOTs) to the Board if Education and an elimination of the annual $5 million cash payment from the City. STATEMENT The hope is this thoughtful compromise brings this matter to resolution. | | |
