The Plan should: 1. Include a large-scale Impact Award to assist an innovative project to create real, lasting impact in the community. 2. Establish data-driven, evidence-based metrics for monitoring the success of organizations that receive allocations. 3. This process should be designed to collect all information that is necessary to make an informed decision when allocating leverage support funds. It should also be done in line with the City’s Performance-Based Contract Policy, as outlined in Ord. 309-2019 (attached for reference). The primary purpose of this process shall be to collect the information and documentation so that Council and the Mayor can make an informed decision on the allocation of leveraged funds.
