Title: MOTION, submitted by John Cranley, Mayor, I MOVE, in light of the attached report highlighting cases where arbitrators overturned police disciplinary decisions, that the Administration prioritize efforts to reform the arbitration process. I FURTHER MOVE, that the Administration work with the Fraternal Order of Police on arbitration reforms in upcoming contract renegotiations. Proposed provisions should work to preserve due process, while also removing barriers to police accountability. Any reform measures should make it easier, not harder, for the Chief to appropriately discipline officers.
